Preparing to run natural gas, water, and sewage lines from my house to newly constructed garage. The foundation of my house is concrete block, what is the best way to seal penetrations below grade? I'm in the North East so water and sewage need to be below frost line, below the top soil it's very dense clay so water doesn't drain away from the foundation very well.
