Re grout floor tiles

It looks like to me your not wanting to remove old grout, but new grout which was not taken off soon enough so ... it looks lumpy and too high.

The answer isn't easy. Sorry. You need to sand it without scratching the delicate (cheapo) tile.

Choose a good tool to sand with: the correct weight, long, flat so it doesn't end up looking "un-even" like it would turn out if you used a dremel tool.

You might think: I'll get a circular saw, a tile blade, and just run it across the floor. Well. You'll need special $$$ mask or the dust will kill your lungs you'll have "rocks in the box". But more than likely you'll damage the tile doing that.

You have a whole Another problem: the grout is higher than it should be: it dried on the glaze. You can't get it off unless you damage the glaze.

You could get a grinding cup / masonry wheel (again: breathing protection $$4) grind the whole floor nice and flat to a polish. You cannot because it's cheap tile. If it were "through tile" it'd be the same color all the way through. But that tile - you scratch it - it's white just under the glaze. You can't scratch it or your floor will look terrible.

You can re-tile: you can tile new tile over the old tile. If you wonder why high quality tile cost money and is "through tile", this is one reason why.

You can use "modular carpeting" over the tile. Very good looking and easier on the feet than tile.
