Pipe in garden

Hi,

just moved into house last month now have a rodent issue, the pest control reckon it’s coming in through a random pipe in the ground, but cannot find what this mysterious pipe is for… ideally I want to concrete it over but would like to know what it’s for before doing it.

I looks like the "breather" fpr a sewerage pipe.
Just put a metal grill over it.
