New tall (1800) designer radiator can't get working?

Have just fitted a duplex flat designer radiator and whilst water exits from the bleed valve can't get the radiator hot? The supply pipe gets hot, but the water doesn't seem to flow thro the radiator and exit into the return pipe as you would expect Beginning to think the new radiator 'might' be faulty/blocked? Assembled carefully to avoid any dirt etc entering.
Incidently, the water coming out of the top bleed valve isn't hot despite the supply pipe being normally hot??

You have an 'Air-Lock in the pipes, the rad will fill from either feed or return. Turn all the other radiators off and the hot water so all the flow from the pump is directed to that radiator. This normally works, good luck.
