I started by cutting a length of tar paper and a piece of 3/8-in galvanized mesh the same size as the threshold. Then placed the tar paper and mesh and used 3/8-inch galvanized roofing nails to secure it to the plywood and then skim coated the mesh with mortar cement. The next day I used thin-set to install the threshold making sure the door closed. That was a few years ago and no problems.
