Improving thermal insulation of plasterboard walls

Good evening.

My first post - and I further confess that I am not a DIYer - so please keep any answers simple, please!

New house - built 2005 by Barratts. Located NE Scotland. Harling outer walls with plasterboard internal walls.

The problem is that there seems to be numerous draughts around skirting board level.

Is there any way that I can get this sorted - happy to pay for a professional.

It may be possible to remove the skirting and put some expanding foam behind it.
I have had replacement windows and the window fitter used this to seal all the gaps between the brickwork and window unit. Other window's that were replaced before have not had this done and the new ones are much better with it in place.
