Hotpoint Range clicks every 9 seconds when plugged in

This is a small 24 inch apartment gas Range, Model RGA724FKWH. A new tenant is moving in and we have discovered that the clicker makes one click every 9 seconds when the stove is plugged in. What needs to be done to stop this.
