Apartment has typical hotel style wall unit fancoil for heating and cooling. Eerie VT/VS style PopTop actuator stopped working after about 10 hours of strange screaming noise. Could not turn valve stem for heat for last part of winter, but now apparently can't turn for a/c either. My understanding is that it is now stuck in a "neutral" position.
Question: until I'm ready to call for help, can I just pop it off and turn the valve stem manually to get a/c? I have seen an official video about replacing them and some PDFs, and it seems that should work. The only uncertainty would be whether a properly working actuator is required to hold the stem in position, i.e. does the stem normally go to "neutral" on its own, or does it just stay in whatever position it's turned to without any further action required to keep it there?
