Cracked chimney stack.

I've got a cracked chimney stack. The render is fine REALLY SOLID. However the fine cracks are being caused by iron cable 3 mm thick just under render about 2mm expanding at different rate with the heat. Any ideas why this iron is embedded at 1 metre intervals? Do i chop the cable out or render on top using expanded metal mesh or what? From ground level to pot is 20 feet.
