concrete after a fire question

we had a house fire in the garage. it took out the complete garage 2 cars 2 generators a snowblower and 5 gallons of gas on a table. anyway they seem to want to take out the complete garage floor, and the top row of blocks at the house and the rest of the way around the garage.

so is this a normal thing? if so i guess i have no question but if it is not a normal procedure and for the most part the floor can be reused then that money can go for other items? the house lost the roof and the restoration company took so long to do any repairs the whole house now has to be torn down. and the house was a raised ranch so the door to the garage was in the lower level, so that area will need blocks and fill and concrete. plus they want to move the front wall out 2' to make that wall the same as the house wall. it is now 22' deep and they want to get it to 24' deep.

but outside of having new concrete in those areas and the rest of the floor may be just fine, then i will go with that? so has anyone did a rebuild to a house after a fire and kept the garage floor? thanks
