I have a metal outdoor table and chairs set which needs repainting. However, the chairs have developed what almost looks like a cloudy film on parts of them (I don't see any evidence of this on the table); see attached photo. I've tried scrubbing this off with a stiff brush using both soapy water and a water-bleach combination. It seems like it comes off, but then it's back as soon as the metal dries.
Wondering what this is, how I might get it off, and if I can't remove it whether using a metal primer will sufficiently seal it before using something like Rust-Oleum paint for the final coat?
