My Worcester camray utility 12/18 boils and the thermostat does not trigger but it seems the oveheat thermo switches it off after a minute of boiling. I have fitted a new thermostat and changed the system circulation pump but it still boils, any ideas?

Fixed it, took the burner out and found one of the two tube blanking plates hanging down into the burner chamber. Item 10 on the Worcester diagram for the primary heat exchange. I pushed it back up into its channel and slid it forward and it seems to have locked in place. Reassembled and it is firing up and controlling like it should do

It's his boiler - he doesn't need to be.
But he does need to be competent.

(9) Where a person performs work on a gas appliance he shall immediately thereafter examine —
(a) the effectiveness of any flue;
(b) the supply of combustion air;
