Airconditioner split noise from indoor unit diagnosed, but????

Been hearing this rubbing cyclical sound when barrel fan on indoor unit spins. Finally took it apart, removed barrel fan and see some tape with a velour like surface coming off on edge. There are 2 strips of tape that run the length of the barrel fan.

Question; Must I replace this tape or can I just remove it? Could possibly clean it then reapply with a solid adhesive.
